Rules of entry and residence for a period not exceeding 3 months:

Right of residence for a period longer than 3 months:
The EU citizen has the obligation to register his/her stay in person or by post, not later than on the last day of the legal residence on the territory of the Republic of Poland. The information on how to do it is here.
Where to submit documents:
Lower Silesian Governor's Office (Dolnośląski Urząd Wojewódzki)
Department for Civil Affairs and Foreigners
Plac Powstańców Warszawy 1
Monday–Friday: 8.00–16.00
NON-EU Citizens
Some of non-EU countries are allowed for visa-free travels, hence their citizens can stay in Poland legally up to 90 days.
However, it is always better to apply for a national visa type D, which gives you guarantee of a legal stay over 3 months up to a year. The visa’s expiry date does not equal its length of validity. Its expiration date can be for a year but the actual legal stay can be 150 days. You can find that on your visa blank.
All information can be found here.
